The Indonesian Independent Power Producers Association (APLSI) is a forum for private companies operating in the electricity sector. Established nearly two decades ago, the Association is fully committed to supporting national energy programs in Indonesia’s electricity industry.
Representing a combined power generation capacity around 20 gigawatts through its member companies—consisting of Independent Power Producers (IPPs) across Indonesia—APLSI serves as a strategic platform for communication and collaboration with the Government. This role includes providing policy input, submitting proposals, and facilitating various initiatives that contribute to the successful implementation of the national electricity development program.

Overseeing and pushing for the Renewable Energy Bill (RUU EBET), Electricity Bill (RUU Ketenagalistrikan), and all related regulations (Presidential Regulation on Waste-to-Energy, Government Regulation on Exports, Government Regulation on Electricity) that favor Indonesia’s electricity sector advancement—accelerating regulatory certainty, market access, private sector roles, and power system modernization.
Supporting the implementation of RUPTL 2025–2034 (~69.5 GW), captive markets, and regional markets (>10 GW).
Advocating for fair and bankable tariffs, renewable energy auction systems, and carbon pricing mechanisms.
Promoting regulatory reform to ensure IPPs have equal standing (e.g., through fair PPA terms and guaranteed grid access).
Streamlining permitting and licensing processes.
Encouraging foreign and domestic investment through policy consistency and availability of risk mitigation instruments.
Implementing investment programs in the electricity sector, particularly National Strategic Projects (PSN).
Collaborating with PLN and the government to ensure timely grid investment and readiness for renewable energy integration (including energy storage and smart grids).
Supporting members in aligning with ESG principles and gaining access to domestic and international carbon trading opportunities.
